The standard rule is that eligible students must normally have been living in the UK (or, in some cases, the EU/EEA/Switzerland) for at least 3 years before their course starts, unless they're a UK national, hold Indefinite Leave to Remain, or have EU Settled Status, in which case this requirement doesn't apply.
